The platform said: “Secure our elections, including same day voting, voter identification, paper ballots, and proof of citizenship”
2024 Republican Platform, Promise 19What was done: Ordered proof of citizenship for voter registration by executive order. A federal judge permanently blocked it, ruling that elections are Congress’s and the states’ to regulate.
Executive Order 14248 (March 2025) told the Election Assistance Commission to require documentary proof of citizenship on the federal registration form. On October 31, 2025, Judge Colleen Kollar-Kotelly permanently barred that, and in January 2026 she blocked two further citizenship provisions. The ruling rested on who has the power to act; it did not decide whether proof of citizenship is good policy.
