The U.S. Dollar Index fell about 10.8% in the first half of 2025, its biggest first-half drop since 1973, as markets reacted to tariff and fiscal policy. In July 2025 the GENIUS Act (P.L. 119-27) created the first federal rules for dollar-backed stablecoins, which supporters argue will increase demand for the dollar.
